Its not Boone or Arcade. Its someone who could reasonably be mistaken for Boone or Arcade, so we can rule out any ghouls or supermutants. They have enough hair to run your fingers through. They can move freely about the Wasteland. So its probabbly not Michael Angelo, although I wouldn't rule out the possibility that this courier is hot enough to cure agoraphobia.
